Yes, the person killed in the Fontana accident was a Chinese national

Clark Development Corporation has issued a formal statement

Yesterday, social-media news feeds and private chat groups received a shocking video that showed a horrendous accident in which one of two pedestrians was violently (and fatally) hit by a fast and out-of-control SUV that had collided with a van. Speculations and allegations quickly flooded online conversations, and we couldn’t say for sure which ones were accurate.

Thankfully, Clark Development Corporation has issued an official statement on its Facebook page, and said statement includes several details about the incident.

First is that the accident took place inside the Fontana Leisure Parks in Angeles City, Pampanga. Second is that the casualty was a Chinese national. Third is that the drivers of the two vehicles involved have been identified as Jomarie Intal (Filipino) and Ling Yang Ting (Chinese), and that both have been turned over to the Mabalacat City Police. (The names of the drivers are not mentioned in the actual statement, but are instead indicated in the caption for the accompanying photo.)

Not mentioned in the statement but which can be ascertained in the video are the specific makes and models of the two vehicles, which are obviously a Toyota Fortuner and a Nissan Urvan. It is not clear which one was driven by Intal and which one was driven by Ting, although the video shows a Chinese-looking person getting out of the van right after the crash.

Here is CDC’s statement in full:

Clark Development Corporation (CDC) today, November 1, has turned over to Mabalacat City Police the drivers involved in the incident at the Fontana Leisure Parks in Clark Freeport Zone for the filing of appropriate criminal charges against the people involved.

Initial investigation by the CDC Public Safety Department (PSD) officers who were immediately dispatched to the scene showed that the collision of two fast-moving vehicles caused the death of a pedestrian, a Chinese national, who was sideswiped by one of the vehicles.

Reports by PSD state that one driver is a Filipino and the other a Chinese national.

The incident brings to the fore the need to follow and respect Philippine laws and regulations. In Clark, we tolerate no one—whether a Filipino or a foreigner—who is in violation of any traffic rules and regulations, especially overspeeding, on any Clark road, particularly inside tourism estates and residential areas.

We also reiterate our warning to foreign workers that any involvement in criminal charges can lead to the revocation of their working permits. Repeated violations could also lead to sanctions and penalties and eventually to the suspension or permanent revocation of permit to operate of the companies they work for in Clark.
